Frederick J. Payne, CFP—President and Founder

Fred's primary responsibilities involve investment oversight and financial planning. Secondary responsibilities include the firm's regulatory compliance and corporate oversight. He chairs NWCM's Investment Committee. Fred is also the majority owner of a second business he founded in 1995, Retirement Plan Service Corp, a Third Party Administration firm. Because of his experience as a third party administrator, Fred has extensive knowledge of the technical aspects of retirement plan operations. He is uniquely suited to advise retirement plan clients in all aspects of their plans, be it investments, design features of the plan or regulatory compliance. A 20-year veteran of the industry, his investment practice focuses on fiduciary issues to high net worth clients and retirement plan fiduciaries. Fred graduated from the University of Notre Dame and is a Certified Financial Planner.

Brent Petty—Consultant, Principal

Brent is the President of NWCM and serves as the firmâ??s chief investment officer. As a senior consultant his responsibilities include client relations, portfolio management, investment policy design and service provider negotiations. Prior to joining NWCM, Brent was with Arnerich Massena & Associates, Inc. Previous to Arnerich Massena, Brent was responsible for west coast institutional sales with ICMA Retirement Corporation and also worked at the Phoenix Companies as an investment advisor. A graduate of Northern Arizona University, Brent is a Certified Financial Planner and is a member of the Financial Planning Association, the National Association of Government Defined Contribution Administrators (NAGDCA), and the Portland Chapter of the Western Pension & Benefits Conference.

Axel Flichtbeil—Senior Vice President

Axel's primary responsibilities are client service, financial and investment planning, and portfolio oversight. He is a member of the Investment Committee. Over his 30-year career, Axel has acquired significant business experience serving as the Chief Financial Officer for a number of privately held corporations, including five that he co-founded. Two of the five companies were acquired by public corporations and the remaining three continue to operate today. As CFO, he also served as the in-house Trustee and Administrator for related retirement trusts and managed several private investment partnerships on behalf of the owners of the corporations before beginning a career as an investment advisor in early 1994. His in-depth experience, both as a plan sponsor and with the financial and operational pressures of operating a business, provide a very useful perspective in evaluating retirement plan issues concerning compliance, operations, and participant education.

Axel graduated Phi Beta Kappa from Reed College with a BA in mathematical economics. He is a member of the Western Pension and Benefits Conference, a founding board member of the Associated Technologies Council, and a Board member of Oregon Wellness Clinic, Inc.
